I have not heard of any grants where the tax payers buy each other new windows, but you are willing to look, the US grants are online at http://www.grants.gov
You might try hud.gov, it is the Department of Housing.

You might check with the local city government about repairs on houses in your city. You should contact the City Housing Department.
In most cases these are called loans, but the amount you have to pay decrease with the number of years you reside in the house and over a period of time the loan could be liquidated if you do not refinance or move.
In some instances your house might have to be in a certain part of the city or the area you reside in a target area for home improvement.
You will never know unless you call your city government.
I hope this has been of some use to you, good luck.

You need to contact your local department of development in your city/town/village. These are known as CDBG (community development block grants) and are available on a local level in each area, if they where awarded to you state to your local area.
